“"Ghost" Landowner Behind Much of the Devastation of the Environment - 02/01/2000

A ghost landowner is sponsoring the devastation of much of the forest land of Pará: the notorious Carlos Medeiros, supposed owner of 10 million hectares of land. His name appears on the documentation produced by various timber companies that have had their ‘"land management" projects approved by IBAMA (the Brazilian Institute for the Environment and Renewable Natural Resources) in the past few years. In order to end this charade, the Federal Public Ministry (MPF) has begun an administrative process that requires IBAMA to produce clarifications of all the PMFS's (Sustained Forest Management Plans) that were granted to property titles under the name Carlos Medeiros. The most recent such case involves the timber company Cemex, which presented IBAMA with land deeds under the name of Carlos Medeiros. The IBAMA employees who granted the authorisation for these projects claim that the responsibility for investigating the claims is not theirs. According to Paulo Castelo Branco, regional superintendent of IBAMA, these cases of false documentation are no longer the responsibility of IBAMA, since a recent agreement signed by IBAMA, the MPF, Federal Police, and INCRA to control the fraudulent land deeds. Castelo Branco says that now, when IBAMA detects such a deed, they pass it on to INCRA, which is supposed to conduct an investigation.
