According to the indigenous people, the dam will flood holy land of the Kalapalo ethnic group were the first Quarup ceremony of the group was held.
São Paulo - Early Wednesday morning (31st), roughly 300 indigenous people who live around and inside the Xingu Indigenous Park in Mato Grosso, occupied the construction site of the Small Hydro Power Plant (PCH) Paranatinga ll, under construction on the Coluene River, the main tributary of the Xingu. According to Alupa Caiubi, member of the Xingu Indigenous Land Association (Atix), the occupation, which should last until next Sunday, is to demand a complete halt to the construction, which is already impacting navigation along the rivers and fish stocks.
The plant, which was enjoined by the Federal Court last April because of present and future environmental damage, is to produce a little over 29 Mwh/year and will create a 28km reservoir, flooding 1,290 hectares, of which 920 is native vegetation. The legal action filed by the Federal Public Prosecutors' Office, that led to the enjoinment of the PCH, states that if built, "the ecosystems of the Xingu River basin, notably the Coluene River which is the main formative water body will suffer consequences from the construction of the hydro power plant. Additionally, it will cut across the Xingu Indigenous Park, adversely affecting fauna, flora, mineral wealth, archeological caves and deposits, as well as the Parabubure Reserve, inhabited by the Xavante peoples.
The power plant will also flood, according to accusations made by the Kalapalo tribe, the sacred land of their ethnic group were the first Quarup of the tribe was celebrated. "We don't want to negotiate anything, we want the construction to stop. The movement here is very strong", states Alupa Caiubi.
Press relations of the MPF (Federal Public Prosecutors' Office), in the understanding of the federal prosecutors, a thorough anthropological study of the region needs to be made, so as to assess the cultural impacts of the construction, and the entire assessment and licensing process, conducted by state agencies, should be handed over to federal jurisdiction. Currently, the court order against the company, Paranatinga AS, responsible for the project, demands an immediate halt to construction, payment of compensation for environmental damages and mentions possible demolition of the portion already built.
